Task Title

Task: Add anti-spam

Task Description

This task will prevent players from spamming. A more advanced version of this will be developed in the future, but for now, don't allow a player to send a message two times in a row if there's a 95+% similarity, and don't allow a player to send a message within 1 second of their last message. (make sure similarity doesn't apply if the message is cancelled because it was sent too fast)
