Task: Add party chat

Task Description

This task will add party chat. Players in a party will be able to able to communicate with other players using a hidden chat channel for their party only. You can send a message in party chat by typing an @ before your message. Only other players in your party should be able to see this message, across all servers. Additionally you can toggle on party chat mode using the command /party chat. This will toggle it off if it was already on, sending the player a message to let them know the current state. It can also be toggled using a button in the /party GUI. A player should be able to access party chat even if they are muted. You may need to wait until punishments are completed to complete that aspect, so if they are not yet, then skip that step.
