List by fixed order

Before

• save/load and
• custom order
  are implemented, please sort the list by certain rule, say object id, to make the order fixed.

Otherwise, TODO plugin use the default collection traverse order, which is actually random across each run of josm. This is annoying because I have no way to keep my progress across different JOSM run.
