Your Expectation

I tried to till dirt into farmland.
That, when I right-click dirt/grassblocks to till them into farmland, it only works when they have a water-sourceblock within 4 blocks.

The Reality

It also allowed tilling dirt/grassblocks into farmland when there wasn't a water-sourceblock nearby.

Your Proposal

Make it so that when one tills dirt with the Crops++ spade, it only tills it into farmland when it has a water-sourceblock nearby.
