can't delete submissions #149

I think we need to modify the grant submission activerecord so that it knows to delete things from proposal and votes (anywhere else?) when it deletes the submission. see: https://www.appsloveworld.com/ruby-on-rails/100/51/update-or-delete-on-table-x-violates-foreign-key-constraint-fk-rails-5a7b40847
