not every server uses carl, so i cant have highlights everywhere

add highlights to fire (when someone says a specific word, it dms you, if it hasnt been said in the past 30 seconds or you havent talked in that server for the past 3 mins)

There's not really an easy way I can think of to do this without increasing the amount of caching Fire does which I'd rather not do. I'll keep this open and will take a deeper look into any other ways I could add this later but I don't think I'll be able to.
