현재는 LC를 등록해야 Freshman이 등록됨

super admin이 LC 개수를 등록해놓으면 LC1부터 LC 개수만큼 LC 객체 생성
그 후 신입생 등록 및 에프지들이 피커로 담당 LC 설정
