[Feature][Whitelister]: lack the functionality of removing a token from whitelist

Description

current whitelist design does not support removing a token from whitelist, because removing a token whitelist requires removing it from both the whitelist of contract and the whitelist of assets module, which brings much design overhead while providing not many benefits. However we may still need an approach to stop the deposit of some token while reserving its staking status and support withdrawal even when being removed.
