Hello guys, i have a question does it control the signals? because I would like to play with them and make a little program for car to "dance" to music :))

(Assuming here by signals you mean the direction or warning indicators):

Not by default. Some models the status of the signals is readable, but I never seen a model where you could modify the signal-status.

LOL, no, this is not how the OBD2 protocol works AT ALL.

Use the knobs/levers around your steering wheel that are meant for it. OBD is a diagnostics interface, not a method of control.
