Demoralizing shout will not show up

When I use demoralizing should on an enemy the debuff does not show up. I have read topics that suggest I mess with the buff/debuff settings but that has not worked for me. When taking off my addons the default blizzard ui records the debuff on the enemy target. People not running my same addon set up are able to view my demoralizing should on the mob. This only happens for Demoralizing shout. My rend shows up perfectly with the timer to count down when it will fall. I have also tried installing the most recent version of Elvui and it did not fix.
