this commit moves existing styleguide-content from CONTRIBUTING.md to this STYLE-GUIDE.md file. it also adds a list of content. this file is still work in progress and more instructions for other languages have to be added to this file Refs Edirom#336

The former content of this file (styleguide content) was moved to its own file STYLE-GUIDE.md with PR Edirom#404. Contribution guidelines were set up now. Refs Edirom#227
