Add Additional Advection Schemes

The current Clearwater Riverine model uses Upwind Differencing. Users should be able to specify which advection scheme they want (linear, linear upwind, or upwind). See this online textbook for more details on these schemes and this video for a helpful overview.

This issue can be closed when users can specify an advection scheme when they run the model.
