How to handle batched observations? #1

If a data producer delivers observations batched, e.g data from multiple locations and/or times, how should we handle that?

Send out one event and consider it one dataset?
Or, split it up and send events for each piece? If so, is there a "correct" way to split it up?
Or, both?
