Reconsider index as a way to find repositories. #1

It doesn't work very well.

pinned index repos have to be kept up to date.
you have to read the whole thing to find the one you want.
the original outline of the index-repo might have matched the org's repos when it was created, but repos added later might not have a good home.

reason 3, above. the utils package would go with R, pasta,

can we use topics instead? or some other way to tag and group repos using concepts.
