Bring Back the Universal "Close Tabs to Save RAM" Options When Switching Tab Groups

Is your feature request related to a problem? Please describe.
I'd like to have the option to close tabs to save RAM when switching tab groups again. I use older computers with very small amounts of RAM, so having a global option for this for all new tab groups again would be nice.

Describe the solution you'd like
A global setting to close all tabs that are part of non-active groups (like how it was before).

Additional context
I've noticed that it is possible to change this setting for individual tab groups. However, I'd like to set this to on by default for all new tab groups. Right now I need to go in and change this setting for each and every new tab group I create, and it's quite annoying.
