Guided mode hot keys on exclude categories #164

Hot keys on excluded labels don't work. This is because this line https://github.com/DigitalSlideArchive/wsi-superpixel-guided-labeling/blob/master/wsi_superpixel_guided_labeling/web_client/views/vue/components/ActiveLearning/ActiveLearningFilmStripCard.vue#L124 checks for the number of predicated categories as a gate to the label index. It seems likely that there is also an issue that if you added a label, you couldn't use its hot key until it was predicted.
