Add json config for c2 mods

Proposal

Make a config.json file to allow mods, so in the json the key is a reaction and desc is the file name, and if the raction occurs, it goes on the file name and executes (add checks to not allow multi-same raections also add another desc for the json to be showcased in the menu name) -> make all other features in a new file as well.
