I have read the wiki and made sure, this feature is not yet in the plugin.
I believe, that this feature is possible to implement.
I made sure, that this feature has not been requested yet.
Problem
I think it'd be useful to allow server owners to allow their community to toggle off holograms. I've heard too many holograms can/will cause lag. For bedrock supporting servers, a way for them to toggle them off may help them if they're using older devices.

Alternatives
Im unsure.

You can assign a permission to a hologram and remove said permission from any player that you want the hologram to be hidden for.
Holograms can cause lag, but that lag is negligable as A) Holograms use marker armor stands, meaning they aren't ticked and B) it requires literally hundred in a close area to have a visible performance impact on clients as even vanilla clients are usually performand enough to to not break that easily...
Just making sure
