Manager an academy transfer update v0.3.0.beta.1

1. Integrated our product with Active Directory and controlled access to specific users. Users will need to use their Department for Education account, password and multi factor authentication to access the transfers service. Task 93324: Add Authorisation to Transfers service for the AD group access only.
2. Removed the day field from the target date for transfer question (transfers always happen on the 1st day of a month). User Story 92149: Target date for transfer.
3. Project reference filename updated to the following format: Project-name_Outgoing trust name_Incoming trust name_Project template. User Story 92321: Project reference.
4. Changed all instances of LA to local authority. Task 89458: Change all instances of LA to local authority.
5. Changed school name to trust name on check details page. Task 92507: Change school name to Trust name on check details page.
6. Update the benefits and risks summary page based on the answers user give in the risks section. Task 87228: Update the Benefits and risks summary page.
7. Updated the list of questions in features of the transfer. User Story 87894: Features of the transfer.
8. Moved Manage an academy transfer contoller to razor pages. Task 82315: Dev work: Convert existing transfer MVC views to Razor pages - Transfer Controller.
9. Updated the front-end of our product to GOV.UK 4 and fixed link hover styles to match the GOV.UK design system. Bug 94365: Govuk frontend updated, but UI not responding to new changes.

1. New benefits and risks section. This includes an 'other risks' option and a text area to add more information about each risk. User Story 87217.
2. Added a 'this page is now complete' checkbox so users can mark a section as complete. User Story 88393.
3. Fixed inconsistencies in the academy performance data. Bug 89844.
4. Updated general information acronyms to show the full description when hovered over. Task 89457.
5. Fixed formatting issues on the preview project template page. Task 91449.
