추후에 업데이트를 적용할 때 in-app update 를 사용할 수 있도록 해당 클래스를 작업한다.

update check 는 remote config 를 이용 하여 작업하기로 하며 (firebase remote config)
강제, 유연 업데이트 check 로직은 spalsh screen 에서 체크하도록 구현한다.
