Suggestions for tar.gz stored on MSI s3

A short summary of what you would like to see in BIBSnet.

A few suggestions:

• rename the tar.gz file without the version number (otherwise we'll want to rename the file every time we update the version even if the tar.gz file was not updated) - could either use bibsnet.tar.gz or bibsnet-latest.tar.gz perhaps?
• for data.tar.gz, which contains:
  MNI_templates/
  age_to_avg_head_radius_BCP.csv
  dataset_description.json
  identity_matrix.mat
  look_up_tables/
  models.csv
  sidecar_template.json

I think we could just store all of this under data/ on GitHub so that it's more accessible to users. Also, we can remove age_to_avg_head_radius_BCP.csv now
