Resources Page - New Architecture #6

Resources Page should have new architecture. This should include the following:

Front-end web page should be made responsive and hosted according to new architecture.
All text on the page should populate from a Firebase field so that the web page is templative.
Links on the bottom for specific Resources and their categories should be easily editable for a non-programmer.
