Get MUI up to the latest version v7.

These need to be done first before we can start this:

Next upgrade Upgrade next #5154.
Upgrade MUI to new styled css (remove all make styles) Switch over MUI components to new Styled format so we can upgrade #5299
Remove any remnant MUI makeStyles code Remove old mui/styles package and related providers and theme code #5300

Do one major version at a time.
