Filter emails sent

User Story

As a admin user
I'd like to restrict what emails I can send with the email blast
So that I can only email certain entity contacts based on criteria

Acceptance Criteria

• entity types are a valid filter
• contact types are a valid filter
• email feedback (bounces, etc) initially get forwarded to City Ops lead. Suggest using SES notifications via email.
• (optional) can restrict to certain entities or contacts specifically

@revjtanton We should decide if the "(optional)" AC to send individual facility reminder email is part of the issue. If not, let's create a separate issue. I think it'll be needed fairly soon once we get a few email's bounced. I'd imagine that the city will want to resend just a few selected emails. Totally OK with it being a subsequent, incremental story.
