and render a Code of Conduct page for this repo. Both in English and Spanish.

Since the code of conduct will be edited in a separate repo. We need to consider how would we
make THIS repo pick up the changes from the code of conduct repo.

A possible solution may be:

• Git Submodule
• Github API to get the contents
