station_information.json uses region_id field from system_regions.json. However, region_id is not used in free_bike_status.json, even though that file is synonymous to station_information.json.

Matching free_bike_status.json might also be helpful to align to system_alerts.json. That is, if a region is offline, it will be easier to determine if some bikes may not be available.

Is this the path we'd want to go with GBFS? Wanted to settle here before opening an issue with the GBFS folks.
