Set download limit per corpus?

Something I was discussing with @JeltevanBoheemen a while ago: we currently set the download limit per user, rather than per corpus. However, there may be occasions where we want to base the download limit on the corpus instead.

Two extreme cases would be:

• A corpus where we want to disable downloading altogether due to copyright or such.
• A corpus that has no (relevant) legal restrictions, so we want to enable researchers to download as much as they need.
