Hotspot + Data MUST be on run condition

Description of the issue

I want to use Syncthing with a hotspot + data turned on, so naturally i turned on these settings:

• Run on metered wifi
• Run on Mobile data

But i soon realize that its not both of these conditions need to be met, but only one of them (well i only tried the data not the wifi).

Since running Syncthing with hotspot + data doesnt actually use any internet data, this feature is helpful for those who want to snyc to their computer while doing some work on the laptop and also the people who leave their phone on data all the time.
