[BUG] "Apply state to Config" file button could be outside of json edtor and create map in editor should call apply state to map, can save a json but present state of map not reflected , not calling apply state to map

Current Behavior

presently can edit json do a "create map" it will modify the json file with changes but not apply any changes made to the map in the viewer that the apply map state does.

Should apply state changes in the mapbuilder panel aclndapply state to config as well ? Problem arises that the apply state to map changes is only activated if modify the map builder panel and don't know if the map was modified in the map view
