[FEATURE] Create invasive carp animation widget

Create a widget to allow the operator to input data for the invasive carp animation task.

The judges will give use data like this:

We need to produce an animated video like this.

See the latter half of Task 1.3 Lake Acidification and Invasive Carp in the rules.

The widget should be a tab on the operator GUI.
