change external lib to openssl-1.1.0e/libevent-2.1.8-stable #12

External Libraries used in curbrid manager server were not changed since January 2014.
- openssl-1.0.1h/libevent-2.1.4-alpha
- Frequently reported 'cub_manager' down when client runs 'curbrid manager' as DB Manager
- Problem is due to unstability of openssl
We built curbrid-manager-server with openssl-1.1.0e/libevent-2.1.8-stable, up-to-date version respectively, and have been running for stability test. (It runs over 12 days without problem)
