As a user
I need the service to be available
So that I can access it with an ip instead of having to do it locally

Details and Assumptions

Modify env to install ibmcloud, change dockerfile
Add service dockerfile
deploy an image

Acceptance Criteria

Given Public IP and port
When attempting to access our api 
Then it should work from the a kube node
