Add the ability to specify restart assumptions about snow/canopy

It would be useful if SUMMA could read restart files but omit reading the snow and/or canopy variables if the user wants this. This would correspond to certain assumptions about the conditions at restart (no snow, canopy empty) and would allow restart files to be more easily used as initial conditions for a full run.
