What happened to https://ceds.ed.gov/element/001917 and https://ceds.ed.gov/element/001918 (RecordStartDateTime and RecordEndDateTime) as properties for Contact Address?

RecordStartDateTime and RecordEndDateTime are meant to be available on all classes, so we're going to add them to BaseCEDSResource.
