Add VADR RSV model to generate GFF files for GenBank submissions

GenBank doesn't have an RSV template so we will need to create the GFF file to submit.

Solution 💡

We can use VADR's RSV model to generate which produces a genome annotation file = "my3.vadr.pass.tbl".

Downstream effects 🚿

New files will be generated by VADR; some of which will be transferred to our buckets so they are ready for submissions.
