Azure login failures in some PRs

Description
It appears there are several PRs that are not building successfully. See the following error output from the Build backend action:

Run azure/login@v2
  with:
    creds: {"clientId":"","clientSecret":"","subscriptionId":"","tenantId":""}
...
Error: Login failed with Error: Not all parameters are provided in 'creds'. Double-check if all keys are defined in 'creds': 'clientId', 'clientSecret', 'tenantId'.. Double check if the 'auth-type' is correct. Refer to https://github.com/Azure/login#readme for more information.

Affected PRs (this list is not exhaustive):

• Bump the azurecore group across 1 directory with 2 updates #16567
• Bump com.azure:azure-security-keyvault-secrets from 4.9.0 to 4.9.1 in /prime-router #16747
