Finalize phase 2 Vooting boost scope

In order to keep the scope manageable for the start of the voting boosts, I think it's important that we have just a few voting boosts to start with to build out first. My proposal are to focus on a few of these but not necessraily all of them:
voting streaks
POAP for attending a community call
baked at least 10 BREAD during the previous cycle
never burned BREAD in the previous cycle
TBS NFT
user has made BREAD transactions

My thinking is for now to leave out what I suspect to be more difficult boost setups like Github contribution for now just to keep it simple but I'm open to changing that if we have a simple solution for it. I could see something like have a PR accepted into the breadchain github as one simple one we could do but not sure on the tool to do that.
