'toolbar enabled' state not properly set with hover/auto mode

What steps will reproduce the problem?
1. enable manual switch and hide toolbar manually
2. enable hover or auto mode and make them show the toolbar
3. open (toolbar menu from main menu/toolbar context menu/bookmarks toolbar 
menu)

What is the expected output? What do you see instead?
Since the toolbar was hidden manually, the checkbox near "Bookmarks Toolbar" 
should be empty. Instead it's checked.
Those checkmarks should only be visible when the toolbar was made visible using 
manual switch.
