OpenShift 3.7 the API Schema change

What changed:

apiVersion : was "apiVersion": "extensions/v1beta1" ; now is "apiVersion": "autoscaling/v1"
spec.scaleTargetRef: was "scaleRef"; now is "scaleTargetRef"
