Add coverage plot

We want the ability to produce a coverage plot in PNG format. New samtools processes, and a plotting script leveraging matplotlib / seaborn already built in BCCDC-PHL/alignment-variants will be used for this. To maintain compatibility with both Genbank and FASTA reference formats, I will introduce a helper script to convert the reference from Genbank format to FASTA.
