By how much does this change change the image size? Not applicable

Packer library needs to be removed from cloud shell because it flags CRITICAL/MEDIUM/HIGH cve's that are patched,
and the azurelinux supply chain cannot redistribute the upgrade to 1.10.1-1.cm2 at the moment.

A deprecation notice will be sent ahead before removal, for an opportunity to comment.
