There is an open issue to run the cosmos emulator container on github actions. For now we would around it by having the integration tests run only with the integration-test profile. Once this issue downstream has been resolved, we should remove the workaround.

See for example Azure/azure-cosmos-db-emulator-docker#56 and a few related issues.
This is currently blocked.
