Restore the correct amount of replicas during startup

Currently, dailyclean scales every Deployment to 1 replica in the activation phase. Please consider using Persistent Volumes to store the amount of replicas for each Deployment before scaling down to 0, and using these values to scale up to the expected amount of replicas on startup.
