Describe the bug
Date pickers in application forms cannot be used to select dates in the past.

To Reproduce
Steps to reproduce the behavior:

Create an application form that has a "Date" field.
View the application form from the front end.
Select a date on the date picker.
Notice that it is only possible to select today's date and future dates.

Expected behavior
Selecting a date in the past should be possible.

Isolating the problem (mark completed items with an [x]):

I have deactivated other plugins and confirmed this bug occurs when only WP Job Manager plugin is active.
This bug happens with a default WordPress theme active.
I can reproduce this bug consistently using the steps above.

WordPress Environment

Replicated on demo site:

WordPress Version: 6.4.2
WP Job Manager Version: 2.4.0
PHP Version: 8.1.20
