Make panels configurable rather than deleting/commenting them out in code

There were a large number of panels commented out by a third-party user, which effectively deleted them from the ALA dashboard, without discussion with the ALA product owner for the dashboard. These panels should be configurably disabled rather than deleting/commenting them out in code and the pull request should have been discussed with the ALA product owner before merging. #93
