Summary

Allowing near-anyone to write unrestricted SQL to the database isn't tenable. This should provide a mechanism to better control that while allowing maximum access to reports.

User Interface Changes

Reporter UI will be slightly different

95% sure this was involved in ArctosDB/arctos#8342
