nxagent -v (3.5.99.26) without specifying a display number to use starts a session anyway. When run inside another rootless session it even opens a fullscreen session.
With 3.5.99.24 it opens a separate window in this case. However, without a given display number it should not start at all. IMHO.
Update: Turns out this is due to the system not having an Xserver running on display :0. According to the manpage of Xserver:
:displaynumber
The X server runs as the given displaynumber, which by default is 0.
Not sure if we should keep it this way.
