For every machine that gets started with a public IP address, there is a message saying "Azure load balancer VM is available at <public-ip>".
The first point of confusion is that it's unclear if this is supposed to be a normal VM with a load balancer role or something to do with the Azure Load Balancer service.
The second point of confusion is that the relevant machine often does not have a load balancer role. For example, all database machines that get started with managed disks get assigned a public IP address, and this message gets logged for each of them.
