Internal/external perimeter speeds, widths and accels should be the same to minimize stresses

As the title says. Extruding internal and external perimeters at different rates can cause stresses in the material that introduce inconsistencies and thereby reduce print quality. I have been getting better results with these set to the same values, across all brands and types of filament I have used.
