Description

#792 uses Timezone and culture info to prepare the footer for pdf generation. The error message has been tested and found confusing

Ideally it should be a startup validation, but as we don't have the proper place for that (yet) the minimum would be to catch the exception and log something that helps the user understand what they did wrong.
